Ohio Cannabis Sales Surpass $3 Billion in 2025, Driven by Medical and Recreational Growth

Total cannabis sales in Ohio broke $3 billion as of September 6, 2025, with medical sales reaching over $2 billion total and recreational reaching more than $785 million (1). The Ohio Division of Cannabis Control (DCC) published the data, updated on September 12, listing information on the cannabis programs in the state, and the two pages of data includes the number of cultivators, caregivers, sales, and more.

Specifically, the total sales for medical cannabis was $2,230,841,637, and the total sales for non-medical was $785,523,577, with an increase of nearly 8.6% and 224% increase, respectively, compared with data covering sales up to December 2024. From August 31 to September 6, the average plant sales per 1/10oz was $18.50, and the plant sales average per gram was $6.54.

Cannabis Business Licenses in Ohio

Also listed in the report are updates on cultivators, processors, and other related operations:

  • 37 cultivators (23 Level I Dual-Use Certificates of Operation and 14 Level II Dual-Use Certificates of Operation)
  • 46 processors (all Dual-Use Certificates of Operation)
  • 8 testing laboratories (6 Dual-Use Certificates of Operation and 2 Medical Only Provisional Licenses)
  • 165 Dual-Use Certificates of Operation for dispensaries
  • 547 Certificates to Recommend (CTR) Medical Marijuana as of August 13

The Historical Sales Data provides information on sales totals since August 2024. As one noteworthy update, data on both recreational and medical raw single serving unit sales and infused single serving unit sales began to be collected in the week ending on August 16, 2025.

Medical Marijuana Patients and Caregivers in Ohio

Additionally, as of July 31, there were 41,995 registered caregivers in the state and 459,408 registered patients. Out of these patients:

  • 26,013 had veteran status
  • 26,774 had indigent status
  • 1,544 had a terminal diagnosis

As of this date, there were 1,187,632 recommendations for medical cannabis. Currently, there are 26 qualifying conditions for this recommendation, including AIDS, cancer, multiple sclerosis, and traumatic brain injury (2).

Historical Cannabis Sales in Ohio

In January 2025, the DCC published data from historical sales as of December 28, 2024 (3):

  • recreational cannabis sales totaled $242,167,020
  • medical sales totaled $2,054,345,087
  • grand total: $2,296,801,457

Medical cannabis became legal in the state in 2016, with the State Medical Board of Ohio and the Ohio Department of Commerce currently managing the Medical Marijuana Control Program (2). In November 2023, Ohio voters passed Issue 2, making the possession and cultivation of cannabis for recreational purposes legal starting in December 2023. However, it took several months before any dispensaries obtained licenses to sell non-medical products (3).

Cannabis Safe Use Campaigns

In August, the Ohio Department of Commerce Divisions of Liquor Control and Cannabis Control published a news article encouraging parents to discuss safe use of cannabis with their kids entering college, partnering with the Ohio Department of Mental Health and Addiction Services (OhioMHAS) in these efforts (4).

“As students return to college campuses, it's crucial for parents to have open, honest conversations about cannabis use,” stated Division of Cannabis Control Superintendent Jim Canepa, in the August 20 news article. “While cannabis use is now legal for adults 21 and over in Ohio, underage use remains illegal and can carry significant consequences, especially for those adults who may purchase it for underage use. We encourage parents to discuss the importance of responsible decision-making and empower their children with factual information about the risks associated with cannabis consumption. These conversations are key to fostering safety and compliance with the laws in our communities.”
