High Tide expressed their support for the recent executive order instructing federal agencies to reschedule cannabis.

As news of President Donald Trump’s executive order (1) instructing government agencies to look into the rescheduling of cannabis from a Schedule I to Schedule III, cannabis businesses are beginning to express their thoughts on the action.

One of those companies is High Tide Inc. (High Tide) which has been growing their cannabis footprint with more than 218 Canna Cabana retail locations, a majority of those businesses located in various provinces of Canada (2).

“This Executive Order marks one of the most consequential steps forward in U.S. federal cannabis reform in more than 50 years. While rescheduling isn't full legalization, the President's announcement regarding Medicare reimbursements for CBD products represents a particularly important development, signaling growing bipartisan momentum toward more common-sense cannabis and CBD policy,” said Raj Grover, Founder and Chief Executive Officer of High Tide (3).

“High Tide has successfully scaled a differentiated retail model across multiple jurisdictions and remains well positioned for the opportunities ahead, particularly in the hemp-derived CBD category,” continued Mr. Grover (3). “Our leading U.S. CBD brands, NuLeaf Naturals and FAB CBD, are developing Medicare-aligned product categories to support potential inclusion within Medicare Advantage supplemental benefits, building on our existing CGMP-certified operations and large direct-to-consumer customer base. In parallel, we are exploring potential structures that may allow us to expand Canna Cabana into the U.S. through licensing, while maintaining compliance with our NASDAQ and TSXV listings. With approximately four million U.S. customers already in our database, we see meaningful long-term potential across both federally compliant CBD wellness and regulated cannabis markets.”

With the President Trump’s executive order, High Tide is exploring the idea of expanding the “Canna Cabana” retail brand into the US.

In a December 2025 press release (2), High Tide Inc. announced that the establishment would be opening three new Canna Cabana locations throughout Ontario and Alberta . The new dispensaries will be established in Calgary, London, and Brampton. With these stores, High Tide will have 218 Canna Cabana locations throughout Canada. 91 of those locations will reside in the province of Alberta and 94 are located in the province of Ontario.

“Opening three new Cabanas across key high-growth markets underscores the durability of our discount club model and our ability to execute with precision,” said Raj Grover, Founder and Chief Executive Officer of High Tide. “With these additions, we will officially reach the upper end of our goal to open 20 to 30 new locations this year.”

“Delivering on our commitments while expanding in key markets highlights the strong momentum behind the Canna Cabana brand, and we're proud to close out the year having achieved exactly what we set out to accomplish,” added Mr. Grover.

European Expansion

High Tide announced the opening of their first European Canna Cabana location in Berlin, Germany (4). The location marks the first international Canna Cabana location for the company and allows for the brand to enter the European and German market. This new store can be found at Alte Schönhauser Str. 2, 10119 Berlin, Germany.

With the Germany location, High Tide will be able to expand their European “retail strategy”, after the company recently acquired Remexian Pharma GmbH, a licensed medical cannabis importer and distributor located in Germany (4).

“Canna Cabana’s potential extends far beyond Canada, and this Berlin opening is the first step in unlocking that global opportunity. Germany, with more than 83 million people, is already Europe’s largest and most influential cannabis market, with government data showing imports surpassing a record 143 tonnes in the first three quarters of 2025. As cannabis usage continues to accelerate, so too will demand for Canna Cabana’s cutting-edge consumption accessories,” said Raj Grover, Founder and Chief Executive Officer of High Tide (4).
